Classmates:

Warm greetings to you and yours. Hopefully the numerous effects of the Covid
pandemic are fading and better times are ahead for all of us.

This past year started with the first of our Mini-Reunions that took place at New Smyrna
Beach, FL at Randy McHenry’s Springhill Suites Hotel. About 20 couples participated in what
proved to be a very memorable occasion, with any number of highlights.

First-off, though, a more than well-deserved tip of our hat to Randy and his wife
Sheri, who hosted the event and provided lodging at a greatly reduced rate. Bob Osmon should
also take a bow for coordinating a host of memorable activities, which, among others, included
a half-day tour of the Kennedy Space Center at Cape Canaveral, a boat excursion of the
surrounding maritime wetlands, and a memorable dinner at the Smyrna Yacht Club.

Foremost among the many take-aways from our time together was the opportunity
to visit with a few classmates we had not previously known. At our typical reunions in
Annapolis, there is a natural tendency to seek out classmates we already know to renew old
ties and catch up on what has happened in one another’s lives since the last reunion. So, this
Mini-Reunion created a whole new social dynamic that was warmly appreciated by all.

Although plans for a second gathering last fall in San Antonio had to be cancelled
because of the financial risks associated with Covid-influenced pricing policies of hotels at the
time, we are on-track for a cruise on the lower Mississippi River. Here our chief coordinator is
Don Sanders from the 5th Company, who will bring to bear his considerable experience in
running a travel company. Many thanks to Frank Simpson and Ray Burkley for their respective
efforts in supporting the San Antonio planning.

Although Randy McHenry’s hotel suffered considerable damage in last year’s hurricane
season, it is on the mend and he has generously offered to host another Mini-Reunion in the
Spring of 2024, which he and Oz have already started to plan.

Finally, Doug Johnston, Jack Paepcke, Don Delude, Willie Taylor, and Jim Knorr are
making the preliminary arrangements for our 65th reunion in Annapolis which will take place
the weekend of August 30, 2025. We had originally timed it for the Air Force game later in the
season, but the annual Annapolis Powerboat Show date shifted to that weekend (from a week
earlier), and we decided to avoid the chaos by moving to the only other weekend for which a
home game has thus far been scheduled. Hotel arrangements have been tentatively booked,
and we are first in line for having the traditional banquet dinner in the new Alumni Association
and Foundation Building.

Speaking of the Alumni headquarters building, I am pleased to report that at least 17
classmates made significant donations that earned them recognition as Plankowners of the new
facility. These including Peter Bos, Pete Chabot, Jim Eilertsen, Don Freeman, Clint Johnson,
Doug Johnston, Bill Keys, Ed Killinger, Ron Koontz, Rich Lang, Bob Meck, Chris Poindexter, John
Sammon, Bob Stevenson, and Wayne Vinge

It is also notable that USNA ’60 gained Class Recognition at the $250K level. These
Class Recognitions will be posted in the North Garden Walkway in front of the Alumni Building.

I am also pleased to inform you that the Class of 1960 Chair in National Security has
finally been filled after a year-long hiatus owing to extenuating circumstances. The new
chairholder is Col. Gary Espinas, USA (Ret), who brings a host of relevant qualifications to the
position (and to the Political Science Department more generally), including much-needed
academic and practical experience in Russian and Ukrainian affairs. Among his academic
qualifications, he holds Master’s degrees in Russian studies from Harvard and in Strategic
Studies from the Army War College. He is in the final stages of completing his PhD dissertation
on the Future of NATO at Georgetown University.

In terms of experience, Col. Espinas has served at the State Department (including a
tour at the U.S. Embassy in Moscow) and at senior levels in DoD and on the Army Staff. Among
his teaching credentials, he served as a military professor and Foreign Area Officer Chair at the
Naval Post Graduate School in Monterey and, more recently, taught a highly praised course at
USNA during COVID on the “Politics of Russia.” Equally important, he appears to be cut from
the same cloth as our previous Chairholder in his commitment to guiding the Midshipmen on a
personal basis and mentoring junior faculty.

Col. Espinas is currently teaching two courses in Russian foreign policy, which Hank
Chiles, Doug Johnston and I will be observing in late April after first getting to know him over
lunch at the Academy O’ Club.

Our Washington and Tidewater, Virginia class luncheons continue apace, providing
ongoing occasions for fun-filled conversations and sea stories that grow grander with every
telling.
All in all, a great year all around; and I close with heartfelt thanks to all of you who
are contributing in your own way to keeping the torch lit and providing the glue that binds an
undying brotherhood.

Classmates: 

       Greetings and best wishes to each of you! I hope this finds you well and living life to the fullest possible during this never-ending pandemic. 

Mini- Reunions

After cancelling (because of Covid) a replanned 60th Reunion that was intended in April, we decided 2025 was too long to wait to assemble again. Not wanting to risk the likely erosion of our treasured classmate camaraderie, and with the support of our Class Officers and Battalion Representatives, we decided to hold three Mini-Reunions to keep the flame alive. Following a class-wide survey to identify preferred locations, we set the first Mini-Reunion for early Spring of 2022 in Sarasota, FL; a second in the Fall of 2022 in San Antonio, TX; and a third during the Spring of 2023 cruising the lower Mississippi River, departing and returning to New Orleans, LA.

In Sarasota, we turned to Stew Seaman to take the point on making the necessary arrangements. Unfortunately, the impact of the pandemic caused hotels to become ultra conservative in their contractual requirements, to the point where penalties for no-shows created unacceptable monetary risks for the Class.

At this point, Randy McHenry (7th Co.), now owner of the Marriott SpringHill Suites hotel on the beachfront at New Smyrna Beach, FL, stepped forward and offered his hotel as an alternative location. Accommodations for the Class were provided at half-price and the guest facilities provided excellent opportunities for socializing. We owe a great debt of gratitude, both to Stew for his herculean efforts to make things work in Sarasota, and to Randy for bailing us out with his marvelous accommodations and facilities in New Smyrna Beach.

We are also indebted to Bob Osmon for making and overseeing arrangements for a great experience in New Smyrna Beach. Principal events included a Welcome (cocktail) Reception, a trip to the Kennedy Space Center (Oz was able to get the entrance fee waived (as military vets and guests) for everyone), a memorable dinner at the Smyrna Yacht Club, a 3-hour pontoon boat excursion at the local Marine Discovery Center (at one point we found ourselves riding along in the middle of a pod of dolphins), and finally, a Farewell Dinner on the last evening. We also honored Oz and Randy for their roles in making it all possible.

In short, a wonderful time was had by all. The opportunity to interact with a number of classmates we had never met before proved to be an enriching experience. At our milestone reunions in Annapolis, we ordinarily gravitate toward company mates and others we happen to know but haven’t seen in a long time in order to “catch up.” So, this was a bit different and quite special.

Frank Simpson (1stCo.) and Ray Burkley (2nd Co.) have volunteered to make the arrangements for our next Mini-Reunion in San Antonio in September 2022. And looking even further downstream, Don Sanders will be overseeing our 5-day Mississippi River cruise, which will take place in early April of 2023. Anyone who desires to go on this River trip should make their arrangements as soon as possible to ensure we are all on the same ship (a paddlewheel steamer). The next major reunion, our 65th, will take place in October 2025, and I’ve asked Doug Johnston to take the lead in planning for that. Although still a bit distant, Doug has kicked things off by reserving hotel rooms on a tentative basis for the Air Force game weekend of October 4, 2025. Billing the event as “60 for ‘60 plus 5,” he wants to make it a special time for all concerned, recognizing that it might be a last hurrah for a number of us. Assisting in this effort will be Jack Paepcke, who will serve as Reunion Co-Chair and will be handling transportation requirements. (In response to a request from Oz, Jack had developed a marvelous set of nametags for the New Smyrna Beach Mini-Reunion). Don DeLude will be overseeing the registration process, Ken Batchellor will be handling the hospitality function, Willie Taylor will be coordinating the Memorial Service, and Tug Knorr will take care of the golf tournament. Because of the never-ending toll that attrition is taking on our ranks, we will be encouraging Battalion-wide parties rather than company parties on the second evening.

While on the topic of reunions, I would be remiss if I didn’t thank Ed Mangan on behalf of the entire Class for his role in making most of the arrangements for both of our earlier attempts at a 60th 

Other Business

Last Spring, Bill Ostendorff completed his duties in superb fashion as Distinguished Visiting Professor and occupant of our Class Chair in National Security Studies. It was his fifth and final year, which we recognized by taking him and his wife to lunch at the Naval Academy O’ Club and presenting him with a properly inscribed statuette of Bill the Goat. Hank Chiles, Doug Johnston, and I participated along with our wives. Hank and Doug also took part in a farewell lunch for Bill hosted by the Academy’s Political Science Department. A search for Bill’s successor has been initiated, and we should know soon who his replacement will be.

As was the case in 2020, because of Covid, the Academy chose to forego our Chair-related summer program for two Midshipmen to study National Security issues at Cambridge University in England. Hopefully, it can be resurrected in 2022. 

In Remembrance

       This past year, to the best our ability to tell, we lost a total of 23 classmates, two of whom were non-grads. So, through the end of 2021, we have lost a total of 351 out of 798 graduates (44%) and 80 non-graduates. With more than half of our class having exceeded the average male lifespan by a comfortable margin, now is not the time to drop our guard on eating right and exercising well. 

Final Thank You’s

       A special thanks to all of you who are leading class luncheons in various parts of the country. I also express our collective appreciation to Bill Lewis, who continues to do a superb job as Class Secretary, to Richard Harper for the incredible job he is doing as our Webmaster, and to George Dowell for serving as our exceedingly able Class Treasurer. With very little notice, George also stepped in to set up the registration process for the New Smyrna Beach Mini-Reunion and filled an emergent and immediate need.

We have a great class, and I can’t tell you how honored I feel to serve as your President and to be able to build on the superb efforts of those who have gone before. Thank you to all for your invaluable support.

Class Board Revises Class Charter

The Class Board revised and updated the Class Charter. Changes to the Charter included: adding the Class Webmaster as a member of the Class Board, emphasizing the Class Website as one of the primary sources of Class news and information and formalizing procedures to be followed after each death of a classmate. The Class Charter revisions were approved by the Class Board on 07/30/2021.

2020 Class President’s Report

Classmates:

        Greetings to all. It is my privilege to provide this first annual report as your Class President. I am honored to be entrusted with this responsibility and will do my best to fill the shoes of those who have gone before. On that note and on behalf of the entire class, a resounding Bravo Zulu to John Michalski for his superb leadership as our President for the past ten years. Thank you, John! Your contributions in so many different areas will be lasting and not forgotten.

        This past year was a challenging time for the country and for the class, with COVID-related cancellations of our reunion and most other opportunities to come together in any sizable numbers. But there was good news as well. On that front, I am pleased to report that the duties of our Class Chair in National Security Studies were carried out in superb fashion as Bill Ostendorff, the current Chair holder, persevered on in-person and virtual formats in training Mids in the strategic aspects of defense policy. He did so not only from a U.S. point of view but from the perspectives of other stakeholders as well, including prospective opponents such as China, Iran, and Russia.

        A few months ago, Hank Chiles, Doug Johnston, and I had lunch with Bill and caught up on all he has been doing to implement the spirit of the DVP (Distinguished Visiting Professor) position. The three of us later sat in on several sessions of his Grand Strategy course and were duly impressed.

Because of the COVID virus, the Academy was forced to forego last summer’s program associated with the Chair in which two outstanding Mids are selected to spend part of their summer attending an international course on National Security issues at Cambridge University in England. Hopefully, circumstances will permit the renewal of this opportunity in the coming summer.

Happy Anniversary

        Again, on the good news front, and as another way of celebrating the 60th anniversary of Super ‘60, we honored classmates who have been married that long by presenting 65 couples and 3 widows (who would have otherwise qualified) with a wonderful certificate celebrating that fact.  I am told that a number of these are now hanging in places of honor in the homes of grateful recipients. Theirs is an amazing accomplishment, and it has been an honor for the Class Officers to make these presentations. The complete list of all those who qualified for this recognition is listed on the Class of 1960 Website.

        Here, it is appropriate to express our collective thanks to Bob Osmon who authored the concept and played the principal role in carrying it out. FYI, at the end of this letter is an example of the certificate. It was developed by classmate Justin Wickens, whom all of us remember well for his “Salty Sam” cartoons in The Log and Splinter publications, way back then.

 Bravo Zulu as well to Richard Harper, our Webmaster, for the terrific job he has done in constructing a very classy website and is doing to facilitate our internal communications. As you probably know, Richard has been made a class officer in recognition of the vital role he is playing. If you haven’t had a chance to visit the site (1960.usnaclasses.net), I highly encourage you to do so. You will be impressed.

In Remembrance

       On the not-so-good news front, as best we can tell, we lost a total of 33 classmates this past year, including two who were non-grads. Of the 798 of us who graduated, we have at this point lost 334 or 42%, a total that includes four who have passed in 2021. Although we don’t have complete information on everyone who graduated and it’s even sketchier on those who didn’t, we also know of 77 non-grads who are no long with us. In the “Last Call” listing in the latest Shipmate, which includes the names of those whom the magazine has learned about since its previous edition, we were tied with the Class of ’57 for having the most names (eleven each). While we can’t help but mourn their loss, we also celebrate their memory and the degree to which they enriched our own lives.

        Hopefully, we will soon be back in full swing with our monthly luncheons as vaccinations permit. Some classmates have expressed doubts about attending future reunions on a class-wide basis as we have in the past, so I would appreciate hearing what any of you would like to see in the way of future gatherings.

        Because of our restricted mobility over the past year, our finances have essentially remained constant, with about $50,000 in the bank. This topic provides a perfect opportunity to thank Ed Mangan for his yeoman service as Class Treasurer and for co-chairing the reunion that never was. We are also grateful to George Dowell for stepping up to take over Ed’s responsibilities as Treasurer.

          My thanks to VP Doug Johnston for compiling and drafting this report. Well Done, Doug!

With the approval of our Board of Directors, I have appointed Richard Harper as a fifth class officer. He is an invaluable asset to the Class as our Webmaster. His skills and management of on-line resources are vital to the Class organization.

As per our class charter,  nominations by classmates of  candidates for our class officer positions were received and provided to the Nominating Committee. Those candidates that agreed to serve were considered by the Nominating committee. They have recommended and the Class Board consisting of the existing four class officers and six Battalion Representatives have unanimously selected the following classmates for the positions:

60th Reunion Postponed Until Spring 2021

Classmates,

As you know our 60th Reunion was planned for 10-13 September of this year. Some of the planned events were an opening cocktail party, the Chapel service/class meeting, and attendance at the Navy vs Lafayette football game with an  afternoon banquet at the N Room within Navy Marine Corps Memorial Stadium.

Based on discussions with the Naval Academy Athletic Association it is currently likely that the Lafayette game will be played, but  a significant restriction of attendance, seating space, and food service  both in the stadium and in the N Room will be in place. There may also be restrictions in place on events in the yard. In addition, but perhaps more importantly, the Covid – 19 pandemic is still highly likely to exist  possibly  placing our classmates at risk. These factors have called into question the ability to conduct a meaningful and safe reunion in September.

Based on the information available , we have had discussions with the Reunion Committee, some Battalion and Company Representatives about the wisdom of keeping to our original plan. The Reunion Committee has recommended and the Class Board has unanimously approved a plan to reschedule the Reunion for the Spring of 2021.

Details of the exact timing, possible events hotel arrangements and registration are being developed and will be provided as soon as possible. There is no need to immediately take action on registration or any change/ cancellation of hotel reservation. The Committee are addressing these issues.

We realize this is a disappointment to the classmates who looked forward to attending our reunion in September. We now look forward to meeting in the Spring! Stay well and stay safe!

Message to Class Regarding 60th Reunion

Classmates,

A number of classmates have expressed concern about the certainty of our plans for the 60th Reunion. It is timely to address the matter in this message. The Naval Academy has an official website that addresses the impact of Covid-19 on all of us related to USNA. It is updated frequently, and I recommend it for those who wish to closely follow the situation. You can access it at:

I’ll try to briefly review some of the matters that relate to our reunion:

– All of the current plans are tentative, and contingency plans are being developed by USNA in the event that the current severe health impact on the community remains or worsens.
– Commissioning and graduation will be remotely done.
– Base plans are for incoming plebes to arrive on campus at some point this summer and have a plebe summer experience. The length of plebe summer is undetermined at this time.
– The brigade will reform on schedule. Contingency plans for a later start are being developed.
– The Director of Athletics, Chet Gladchuk, is “optimistic” that the Navy/ Notre Dame game on August 29th will take place as scheduled.

So, how realistic are these plans? The short answer is that no one knows for sure at this point. Just as there is an urgency to return to “normal” for our economy, there are also tremendous incentives for USNA, the Navy and Marine Corps, and yes, Navy Athletics to do so. I won’t go into the issues for USNA and the Navy/Marine Corps – I’m hardly qualified to do so. I can comment on NAAA and Navy Athletics:

– Navy and almost all universities rely on football revenue to fund their entire athletic programs. NAAA receives only a small amount (less than 5%) of their budget from the government to cover midshipmen physical ed, etc. All of the 33 varsity programs and club sports, with the exception of football, operate in the red. Without football revenue and private donations, our entire varsity/club sports program would be in jeopardy. Some schools are already cancelling varsity sports like wrestling, soccer, etc.
– The NCAA policy group has published a report that football teams need six weeks for conditioning and practice before they play their first game. If you deduct six weeks from the Notre Dame game, you come up with July 18th.
– Chet Gladchuk has said in meetings I have attended that a mid-June decision on firm plans is likely.

If the base optimistic thinking is correct, we can continue to plan on our September 10 – 12th reunion. What can go wrong?

– the virus doesn’t recede
– State/City government and USNA/Navy continue to ban large gatherings.
– The football season is delayed/shortened/ only allowing conference games/ or is cancelled.

How soon do we need to make a decision on revising our reunion plans?

– Hotel bookings at the Doubletree or Best Western can be cancelled as late as 72 hours prior to scheduled arrival without penalty.
– If the N Room is unavailable for our Saturday game/banquet we have no penalty.
-I’d recommend that no one should book flights that cannot be cancelled without penalty.
– Any deposits already made on our registration site will be returned.
– Bottom line is that, while waiting too long to change plans may be inconvenient for personal planning, we can wait until mid-summer to get clear guidance from USNA/NAAA/ State of Maryland.

Naval Academy Earns Prestigious Simon Award
The Naval Academy is one of four colleges and universities to receive the 2020 Senator Paul Simon Award for Comprehensive Internationalization, which distinguishes excellence in integrating international education throughout all facets of university and college campuses. Named after the late Senator from Illinois, the award recognizes outstanding innovation and accomplishment in campus internationalization, defined as a conscious effort to integrate and infuse international, intercultural and global dimensions into the ethos and outcomes of students’ education.

60th REUNION

As plans are developing for our 60th Reunion, it is timely to send my annual report to the class. Pete Chabot and Ed Mangan, Co-Chairs of the reunion, have provided the latest gouge to bring you up to date, including the latest schedule of events, contact information for the members of the reunion committee, and an important request that you update your contact information on the Alumni Association website. We’re looking forward to a great gathering of the class!

CLASS GIFT

Our Class Gift project concludes with our 60th Reunion, but we have, to date, raised $ 2,230,372 in cash and pledges, far exceeding our conservative target of $ 1,000,000. The breakdown is:

In the past year, we have raised additional donations of $228,000 towards the class gift. All of the areas chosen are worthy areas for additional donations, but It would be most helpful to direct donations toward the DVP, funds supporting the Class of 1960 Distinguished Visiting Professor of National Security. It would help us extend the life of our endowment  and provide for an expansion of support for National Security studies. (more…)

I have attached a summary and some photos of the Cambridge University International Security and Intelligence Program attended by two outstanding midshipmen this past summer. The experience was superb, and it will be repeated during the summer of 2018. This experience would not have been possible without the financial support of the Class of 1960 via our class gift. 2018 Class President’s Report

Classmates,

 The past year has seen many activities that support fellow classmates as well as the institution that brought us all together, the United States Naval Academy. We continue to enjoy our social gatherings which include class luncheons, parties and informal gatherings at our tailgates and travel groups, all of which bring us in contact with company mates, team-mates and those with whom we have served in our careers. These events do not just happen on their own.  Thank you to all who work so hard to keep our events active and fun!

Our involvement as a class includes the support of surviving spouses and families of those we have lost; sadly, these numbers continue to grow. In responses I have received to the death notices I send to you, I hear time and again of the support extended by our classmates. In particular, I’d like to thank your company representatives who often organize that support. As I write this letter, we have lost 263 of the 798 classmates who graduated with us, 33%. We have also lost, to our knowledge, 68 non grads, although those numbers may be understated. We miss them all and they will always remain in our memories.

Our support of the Naval Academy takes many forms, from volunteer activities as Blue and Gold officers, support of Navy athletics and prep school scholarships as Trustees of the Athletics and Scholarship Programs organization, serving  on USNA appointment committees of congressmen, support of the USNA annual Foreign Affairs Conference, and personal donations in support of the ” Margin of Excellence” at our school.  (more…)


2016 Class President’s Report

Classmates – 2016 was a year filled with class activities. A growing number of classmates and their wives have joined together throughout the year at class gatherings in Hampton Roads, Annapolis, Northern Virginia , San Diego and Northern California. Most are through luncheons in all areas, tailgates at Navy home football games and a wonderful Christmas party in Williamsburg. A special thank you to those hard working classmates and their wives who arrange these events to maintain our bond of friendship!

In June, we kicked off a Class gift campaign with a target of raising $ 1,000,000 for three areas of emphasis:

* Expansion of our existing Distinguished Visiting Professor of National Security program to incorporate a capstone course of National Security coupled with opportunities for outstanding midshipmen scholars to study at organizations outside of USNA. The goal in this area is $700,000.

* Support of Athletic Excellence at the Academy through rain $150,000 to maintain and improve varsity, club, and intramural sports programs.

. Support of the Naval Academy Annual Fund to maintain programs in support of alumni and provide discretionary funds for the Superintendent via a gift of $ 150,000. (more…)


Distinguished Visiting Professor for National Security:

Effective July 1, 2016, The Honorable William C. Ostendorff, currently Commissioner of the U. S. Nuclear Regulatory Commission, will replace Dr. Lori Murray as the Class of 1960 Distinguished Visiting Professor of National Security.

Bill Ostendorff has an extensive background in national security. He has served as Counsel to the House Armed Services Committee and Principal Deputy Administrator of the National Nuclear Security Administration. Bill is a retired Captain USN, a submariner, and a graduate of USNA, Class of 1976. We are proud to have him serve as our fourth DVP.

Dr. Murray has served with great distinction during her three years in the position. She has worked with the Academic Department to increase the impact of the position, exposed midshipmen to U.S. and world leaders through her extensive contacts, allowing for in depth discussion of national security issues, and has kept our class aware and involved in her activities. A number of our classmates have been invited to participate in her classes, and Chris Poindexter and Hank Chiles have given presentations to her classes. (more…)


2013 Class President’s Report

Classmates – This is the 2013 edition of my report to the class to keep you informed of recent events.

The Class of 1960 Memorial Scholarship 

Our scholarship in honor of classmates Donnie Lee Darrow, Alexander McIver, William Marshall Roark and Martin Nelson Tull , who were killed in action while in the service of our country was awarded to Matthew H. Washington, a graduate of Annapolis High School in Annapolis, MD. Matthew was team captain of the varsity lacrosse team, won MVP and was nominated for the Kelly Award honoring the premier lacrosse player in Anne Arundel County. Matthew also played varsity soccer, was a member of the National Honor Society, and tutored students in calculus and physics. Outside of school, he volunteered at a local homeless shelter. This year under our scholarship, Matthew attended The Hill School in Pottstown, PA. He is expected to enter the Naval Academy in the summer of 2014.
